Brazil's STF has had a vacant eleventh seat since Luís Roberto Barroso's retirement took effect on 18 Oct 2025. Lula's nominee Jorge Messias was rejected by the Senate on 29 Apr 2026 (42-34), and a disputed Senate rule is argued to bar re-nominating him; Lula's term ends 1 Jan 2027. Since Sept 2026 press report Lula weighing Ricardo Couto (President of the TJ-RJ, acting Governor of Rio) instead. Also named, by office: TCU Ministers Bruno Dantas and Rodrigo Pacheco, Messias (AGU), jurist Vera Lúcia Santana Araújo. Any STF seat counts; it settles on whoever is actually sworn in (posse) first.
